I am Goku Jones, the new Minister of Health, Education and Welfare!
I've been up to several things in this post over the last few days:

Skill 0 Jobs
An important function of any government, our Skill 0 Job companies have been restructured.

We used to have Skill 0 Jobs over three companies:
Construction: Q1 Hospital
Manufacturing: Q1 Food
Manufacturing: Q1 Gifts

This has now been changed to the following:
Construction: Q1 Housing
Lan😛 Q1 Grain
Manufacturing: Q1 Gifts

The changes will open up permanent availability of Skill 0 Land jobs for the first time, and produce Housing instead of useless Q1 Hospitals.

These companies are not meant to compete with private businesses, but instead form a safety net for new citizens who cannot find a job for whatever reason.
Citizens who wish to employ Skill 0 workers in any area should set their wages to 1.01 JPY to ensure that they get first choice of available new citizens.
