In terms of what they actually achieve in game, yes

They can still choose to abstain though and some do

Then admins should add abstain as an option - until then its as the game reports it

As duly noted well in advance...I was getting married IRL. So I may have missed some donation votes that were a given anyway. This is entirely down to me and bears no reflection on TRS. They have been an excellent party and supported me all the way.
